Forest Ray Moulton (født 29. april 1872 i Le Roy i Michigan, død 7. desember 1952 i Wilmette i Illinois) var en amerikansk astronom.[5] Sammen med Thomas Chamberlin er han kjent for planetesimal-hypotesen som går ut på at planeter voks frem fra mindre legemer som de kalte planetesimaler.
I løpet av det første tiåret av det tyvende århundre ble ytterligere noen mindre satellitter oppdaget i bane rundt Jupiter. Moulton foreslo at disse faktisk var gravitasjonelt fangede planetesimaler – en teori som har blitt allment akseptert blant astronomer.
