Phillips County er et fylke i den amerikanske delstaten Montana. Det ligger nord i staten og det grenser mot Blaine County i vest, Fergus County i sørvest, Petroleum County i sør, Garfield County i sørøst og mot Valley County i øst. Det har også grense mot Canada i nord.
Phillips Countys totale areal er 13 499 km² hvorav 188 km² er vann. Ved folketellingen i 2010 hadde fylket 4 253[1] innbyggere og administrasjonssenteret ligger i byen Malta[1] som også er fylkets største by.

Fylket ble grunnlagt 5. februar 1915.[1]
