Fabuła serialu opowiada o Bumpy Johnsonie, szefie mafii z Harlemu, który po 10 latach wychodzi z więzienia. Odkrywa, że jego dawne ulice są kontrolowane przez włoską mafię – rodzinę Genovese. Bumpy zamierza odzyskać swoje dawne terytorium, więc wypowiada wojnę włoskiej mafii.

25 kwietnia 2018 roku platforma Epix zamówiła pierwszy sezon dramatu, w którym jedną z głównych ról otrzymał Forest Whitaker[2]. We wrześniu 2018 roku poinformowano, że Antoinette Crowe-Legacy, Ilfenesh Hadera, Nigél Thatch, Lucy Fry, Kelvin Harrison Jr. oraz Paul Sorvino dołączyli do obsady[3][4][5][9][6].

W kolejnym miesiącu ogłoszono, że Giancarlo Esposito i Rafi Gavron zagrają w serialu[8][7].

Na początku stycznia 2019 roku poinformowano, że Kathrine Narducci otrzymała rolę powracającą jako Olympia Gigante[10].
